Repair Runway Touchdowns & Turnarounds

BARLOVENTO provided airfield construction services for five phases of renovation and reconstruction of the 10,000 foot Cape Canaveral Space Force Station (CCSFS), FL Runway 13/31.

Project included airfield concrete repairs: full depth slab removal and replacement, partial-depth repairs (spall repairs), compression seals, asphalt paving, airfield lighting, and pavement markings. Civil and site work included demolition, mass excavation of subgrade, building the road to the batch plant site, rough grading, final grading, grading and dressing of shoulders, infrastructure work, and proper drainage compliance throughout the project.
Project challenges included environmental compliance, active airfield challenges, displaced thresholds, and weather-related issues. Environmental compliance required an environmental impact study, permitting, surveys, and the safe removal and relocation of 100+ Gopher Tortoises. Active airfield challenges included the airfield remaining open with a displaced threshold (Phase I). Additionally, due to the site's proximity to CS-36 Blue Origin, we were required to shut down operations anywhere from 6-24 hrs. for each launch protocol. Our team had to communicate constantly with the Control Tower to eliminate interference with airfield operations. Additionally, the project encountered a base closure due to Hurricane Milton. Notwithstanding a multitude of challenges, this project was completed 90 days ahead of schedule.

BARLOVENTO provided DB and DBB services for this four-story, 148,000 SF Administrative Office Building and Medical Facility complete renovation project.

PROJECT HIGHLIGHTS: This building is a historic site and required approval from the State Historic Preservation Office (SHPO) for exterior and interior construction efforts. The project scope of work included ACM abatement, interior demolition, interior CMU walls, metal studs, drywall, paint, flooring, electrical, frames, door and hardware, plumbing, fire suppression, HVAC, fire alarm, telecommunications, engine generator set, storm drainage, and site work. Technical challenges included adding a D/B component for the HVAC system. Unforeseen site conditions prohibited the installation of the HVAC system, requiring a re-design due to ceiling height conditions. Design efforts included a complete engineering solution for the installation of the HVAC system. Other challenges included historic window replacements which required extensive research to match the current windows, with an extensive lead time, while working with the SHPO.

Repair T-6 Surfaces, Airfield, and Apron

BARLOVENTO provided design and construction services for this $22.7M project that included the repair of airfield pavement, T-6 surfaces and airfield apron at Sheppard AFB, TX.
PROJECT HIGHLIGHTS: The project encompassed Design and Repair of the T-6 surfaces including milling and overlaying runway 151-33r and associated overruns; Design, Reconstruction and widening of Taxiways K & G (east) to 75-feet. Taxiways later converted to all HMA (140,000 cubic yards); Design and Construction of warm-up pads located on taxiway K & G (east); Design and Construction of widening and adding paved shoulders; Design and Construction for Replacing airfield lighting components serving runway 151-33r. Additional work also included the repair of the ENJPPT apron. An onsite asphalt plant was brought in for the project.

BARLOVENTO provided design and construction services for this $12.2M project that included 11 separate projects and consisted of building additions, new construction, repair, and site work projects.
PROJECT HIGHLIGHTS: Over 73,000 ft² of Phased Construction. Prime Contractor providing design-build, renovation of existing facilities, and site work to include the design build of a water distribution grid and elevated water tank under this $12.2M single task order project. The renovations in buildings included asbestos and lead abatement, architectural layout, interior finishes, SCIF rooms, windows and doors, HVAC systems, roofing, electrical systems, mechanical fire sprinkler systems and fire alarm systems with mass modification. Also included were demolition, fire pumps, hangar doors, elevators, and secure open storage areas. The project also included the programming and design for Comprehensive Interior Design.

Repair Combat Medic Training by Renovation

BARLOVENTO provided DBB & DB services for this 120,420 SF combat medical training facility.

PROJECT HIGHLIGHTS: The project scope of work included ACM abatement, interior demolition, interior CMU walls, metal studs, drywall, paint, flooring, electrical, frames, door and hardware, plumbing, fire suppression, HVAC, fire alarm, telecommunications, storm drainage, and site work. Civil site work included removal and replacement of concrete pads, replacement of existing sidewalks, and concrete drives. D/B component included a re-design of the HVAC system to properly accommodate the undersized duct, water piping, and pumps. Sustainability measures improved the envelope including limited wall and roof spray insulation on the third floor as well as door and window replacements (high performance glass), fluorescent lighting was replaced with LED lighting, more energy efficient with the DOAS systems and improved exhaust system configurations, which should result in an annual energy savings of greater than 30%. Unique complexities included the simulation labs at this facility due to it being a training facility. Our construction crews were required to work around these "real world" simulation labs for those undergoing medic training.

Repair Electrical Substation, B565

BARLOVENTO provided design and construction services for Electrical Substation B565 at Offutt Air Force Base, NE. Offutt Air Force Base had numerous buildings damaged during the base wide flood event in the spring of 2019. One facility that was damaged was the Lean-To Electrical Substation attached to the B565 Hangar E4 facility, 140,000 SF.
PROJECT HIGHLIGHTS: Electrical work associated with the project included demolition of the existing unit substation to include incoming sections, dry type transformers and distribution sections, and removal of 600V feeders, 400Hz switchgear, control panels, receptacles and conductors. Additional scope of work required the design and construction of a new elevated equipment platform, positioned approximately five feet above the existing finished floor level. Complexities of the project included equipment long lead times, scheduled outages, and coordination with all parties involved. In addition, due to the security at this facility, escorting was required.

Renovate Building 313
Location: JBSA, Texas

BARLOVENTO renovated 43,500 sf of space in Bldg. 313, a single-story SCIF building. The work consisted of the full interior gutting and renovation of the building, and installation of new roofing, exterior EIFS on the existing masonry walls, stairways, ramps, walkways, partition walls, raised flooring system, suspended wood ceiling systems, furnishings, MEP systems complete, telecommunications systems, lightning protection, and security infrastructure. The building envelope was a controlled perimeter, with the exception of the mechanical room and waiting room.

PROJECT HIGHLIGHTS: Prime contractor for the complete construction and renovation for the beddown of the Cyber Mission Forces. This DBB project included ACM, lead, and mold remediation activities. Installation included a fully integrated furniture package ($2M-FFE) to accommodate NIPR, SIPR, JWICS, and VOIP.

PROJECT HIGHLIGHTS: Task Order awarded for this airfield repair pavement project that was performed on an active airfield with limited access. The project also included 30,000 LF of PCC joints and repair of 15,000 LF of cracks in PCC. The airfield was able to be returned to service for crucial operations prior to the anticipated completion date.

BARLOVENTO completed the construction of a four story control tower with a structural steel frame, insulated sandwich panel exterior, interior steel framed stairs with concrete treads, reinforced concrete foundation, HVAC system, plumbing system, electrical system, potable water storage tank and piping, septic tank and field lines, observation walkway at cab exterior, fire alarm system, communication system equipment consoles, windows, and room finishes.
PROJECT HIGHLIGHTS: This DBB project was constructed on a remote project site. Project scope of work included site preparation, reinforced concrete foundation, unpaved parking, potable water/potable water storage tank and mount-type septic system for sanitary sewer system.

7th Special Forces Complex Chapel,

BARLOVENTO constructed an 18,400 SF Chapel and supporting facilities. The worship center features regular seating for 202 persons and integral features that allow for expanding the seating to 355 persons.
PROJECT HIGHLIGHTS: Construction services at the Chapel included administration offices, restrooms and a mechanical and electrical room. Supporting facilities included parking areas, utilities (electrical distribution system water and sanitary sewer), stormwater a nd walkways. A fire detection and suppression system, communications, Sustainable Design and Development (SDD) features complying with Leadership in Energy and Environmental Design “Silver” and EPAct 05 feature were provided.

BARLOVENTO completed this highly complex design build project consisting of 50,363 sq ft of buildings, all site amenities including roads, utilities and parking areas at Patriots Point, Ft. Bragg, NC.
PROJECT HIGHLIGHTS: This project was a task order under our Mobile District IDIQ MATOC contract which was utilized by Wilmington District, USACE. This remote area of Ft Bragg primarily serves Special Forces and contains a number of facilities for communication training, battle command training, engineering training, and battalion operations training.

Hangar K

BARLOVENTO renovated Hangar K with a two-story administration space on the north and south of the high bay, totaling approximately 41,000 SF.
PROJECT HIGHLIGHTS: The project included the construction of two administration areas that were built to SCIF standards, selective demolition and renovation of the first and second floors of the Hangar; LED lighting replacement in the high bay area and on each floor of the north and south wings, asbestos, mold, and lead abatement; renovation of the restrooms; replacing/repairing the Heating Ventilation, and Air Conditioning systems; reconfiguring and/or replacing wet pipe fire suppression systems; refurbishing the existing hangar doors; sealing and applying a stucco finish to the outside surfaces; refinishing and sealing the hangar floor and providing code compliancy for the ingress/egress areas and stairs. Hangar K is a historic building; therefore, it required following all State Historic Preservation Office (SHPO) requirements. The Hangar is used as a Sensitive Compartmented Information Facilities (SCIF) at times after construction was completed. Barlovento also provided and installed interior furniture.

BARLOVENTO completed this highly complex LEED Silver design build construction included a new 20,200 SF two-story high security addition and alteration of 3,500 SF of existing high security facility (Building 90207) and installation of $3.3M of furnishings.
PROJECT HIGHLIGHTS: The secure building and addition supports SOF Intelligence, Surveillance and Reconnaissance (ISR) Tasking, Processing, Exploitation and Dissemination (TPED) missions for manned, unmanned and non-traditional ISR platforms and sensors in support of USSOCOM, AFSOC and other SOF units.

PROJECT HIGHLIGHTS: All work executed on this project conformed with the Secretary of the Interior's Standards for the treatment of historic properties with guidelines for preserving, rehabilitating, restoring and reconstructing historic buildings.

Hot Cargo Pad 5 Replacement

BARLOVENTO replaced Hot Cargo Pad 5 (459,000 SF of Concrete) at Kirtland Air Force Base, as well as the adjacent service ramp and airfield lighting.
PROJECT HIGHLIGHTS: The work included earthwork, concrete paving, asphaltic paving, aircraft mooring and grounding, lighting, striping and signage. The pad was designed to accommodate C-17 aircraft, however the pad will also support several other airframes. The project included on-site mobile concrete batch plant.

Aircraft Apron Storm Drainage

BARLOVENTO upgraded storm drainage in the paved aircraft apron area.
PROJECT HIGHLIGHTS: Prime Contractor for this $6.0M civil infrastructure project that included upgrade to the storm drainage system, installation of a new drainage pipe to flow into the storm drainage system along Barnes Street, excavation, installation of Reinforced Concrete Pipe (RCP), box culverts, relocation of crossing utilities, backfill, base court, sidewalks, knee walls, and lighting. This was broken up into six phases. Work in each phase was required to be completed prior to starting the next phase. The project also demonstrates experience working with environmental constraints and performing paving of concrete and asphalt pavement on an active airfield to include utility components.

BARLOVENTO constructed 40,000 sq ft of aggregate interior space for a three (3) story building.
PROJECT HIGHLIGHTS: Scope of work activities included new finishes throughout the facility, upgraded heating, ventilation, and air conditioning, installation of wet pipe fire suppression systems, electrical, plumbing, communications and the installation of a new geothermal heat system. Antiterrorism measures included reinforced exterior walls and fully laminated windows. Demolition and remediation activities included asbestos, mold, and lead based paint abatement.

BARLOVENTO constructed a new 2,141 SF Visitor Contact Station at Pee Dee National Wildlife Refuge, NC.
PROJECT HIGHLIGHTS: The new 2,141 SF facility provided multi-purpose exhibit and reception space for visitors as well as office space and secured storage for USFWS staff. the Project also included a canopy area. The project included associate site improvements including modifications to existing parking lots. The project conformed to LEED Silver 3.0 and complied with "ABA" Accessibility Standard.

BARLOVENTO designed and built a LEED Silver exhibit/administrative facility (Visitor Center).
PROJECT HIGHLIGHTS: The 4,670 SF building included an administrative area that contained offices for the Refuge Manager an Assistant Manager, 8 staff personnel, a conference room, break room/kitchenette, one unisex staff Toilet room, a workroom and other support spaces for the Refuge Headquarters Office. The exhibit portion of the facility consisted of an Exhibit Hall, Gift Shop, Lobby, Public Restrooms, and other support spaces.

Tyndall Roadway, Roundabout and Gate

BARLOVENTO provided the construction of a roundabout, installation of final denial barriers, construction of a canopy structure, construction o f support walls, replacement of speed barriers, and roadway repair to provide a UFC compliant access control point at Tyndall Gate, FL.
PROJECT HIGHLIGHTS: The construction of the entry control facility ensured that vehicles were contained through an arrangement of passive and active vehicle barrier systems. Passive barriers were used to direct and channel the flow of traffic in the desired direction per UFC 4-022-02. Vehicle final denial barriers (FDB) were installed on Tyndall Drive and Alabama Avenue. Other work included flashing light signs and standard road signs, and vehicle loop detection systems. This work included the necessary demolition, site improvements, relocation of utilities, and pavement repairs to the gate. The project also included the construction of a new asphalt pavement, curb and gutter, sidewalks, curbed channeling islands and landscaping. The improvements also included the evaluation of the existing storm water system at the gate area. Curbing within the roundabout was constructed to facilitate surface drainage into the existing storm water system.

BARLOVENTO completed removal of the existing roof systems, in their entirety down to existing decks on 19 designated facilities at Tyndall Air Force Base.
PROJECT HIGHLIGHTS: Scope of work included four different roof systems: aggregate-surfaced built-up, APP modified bituminous, standing seam metal, and asphalt shingles. The deck types included metal, plywood, precast concrete plank, and gypsum. The work included all flashings, gutters, missing or damaged insulation, removal and replacement of lightning protection systems, structural repairs to roof decking as needed, asbestos testing, asbestos abatement

Reconstruct Apron A

BARLOVENTO completed reconstruction of Apron A at Kirtland AFB, NM.
PROJECT HIGHLIGHTS: The work encompassed a full range of methods, technologies, and supporting activities to reconstruct Apron A, which sits on a total acreage of 20.15. The project included a total of 642,263 SF of concrete and asphalt pavement. The work included the Full Depth Reconstruction of Apron A, which is comprised of A East and Apron A West. Construction was completed in three phases and included:

Barlovento coordinated daily with the airfield manager and contracting officer regarding work activities, scheduling, progress, and phase changes.

Wash Rack Expansion MCSF

BARLOVENTO completed the Marine Corps Support Facility (MCSF) project which included the construction of a 48,029 SF washrack addition and demolition of a 11,496 SF building (Bldg 358) after completion of the facility.
PROJECT HIGHLIGHTS: The facility included drive-through bay, enclosed work areas, restroom, lighting protection, exhaust system, fire protection and alarm system, HVAC, exhaust system, all necessary utilities, concrete vehicle aprons, perimeter fence and chain link gates.

Taxiway Alpha and Taxiway Hotel

BARLOVENTO completed the replacement of Taxiway Hotel by mill and overlay asphalt pavement (6700 SY 3” Deep) and the complete replacement of Taxiway Alpha with concrete pavement (17,000 SY 20” Deep).
PROJECT HIGHLIGHTS: We exceeded the government expectations and completed the project before winter weather hit and approximately two months ahead of schedule. The project was also performed during a COVID-19 Lock down with challenges and difficulties entering the base during 2020.
